Republicans: How do you explain the trend in poverty levels?

The statistics shown in your article do not show your conclusion at all. The poverty rate rose during Carter's term, stayed about the same during Reagan, went up during GHW, down during Clinton, stayed the same during the first 6 years of GW and rose during the last two years, and has risen during BO. The same holds true using who controlled Congress.
