North Korea World Takeover?

If the modern world, interconnected as it is, were hit by a plague, spread from person to person (killing say 98-99% of people it came in contact with), hit the world faster than governments could quarantine it, what are the chances that North Korea's isolation, large army size, and aggressiveness would make them the new world power and allow them to create a vast North Korean empire?
